Abstract

The occurrence of a case of theft of a two-wheeled motor vehicle by a minor in the jurisdiction of the Binawidya Police is reviewed in terms of the perpetrator's factors to commit the crime of theft, various modus operandi carried out by the perpetrator to benefit himself so as to harm others and the peace of the community, therefore this case is the source of the problem raised by the author for this research. The main problem in this study is the causative factors that affect children committing theft of two-wheeled motor vehicles in the Binawiya Police area, Pekanbaru City and the efforts of the police in tackling theft committed by minors in the Binawidya Police area, Pekanbaru City. The methods used in this study are empirical legal research and a literature analysis approach as supporting data. The data sources used in this study are primary data obtained directly from the results of interviews with predetermined sources and secondary data sources obtained from various literature and laws and regulations, as well as the nature of this study, namely descriptive analysis. The results of this study explain that the factors that affect the theft of twowheeled motor vehicles by minors in the jurisdiction of the Binawidya Police are parental education factors, environmental factors, education factors, and global development factors. The modus operandi of the perpetrators is pretending to borrow or rent a motorcycle, using a T key to damage the motorcycle key, stalking or stalking the victim and spreading nails on the road. Then in tackling the case, the Pekanbaru City Binawidya Police made Penal legal policy efforts by conducting social coaching, patrols and non-legal policy efforts by taking direct action against the perpetrators and providing strict sanctions.
