Abstract

The Social Forestry Program is a government initiative aimed at addressing land tenure inequality and improving community welfare by providing legal access to forest-adjacent communities for sustainable forest management. One form of implementation is through cooperation agreements between concession-holding companies and community groups. This research is based on the implementation of a cooperation agreement between PT. Arara Abadi and the Forest Farmers Group Doral in Dosan Village, which is interesting to examine in terms of its effectiveness and compliance with applicable legal provisions. The research problems formulated are how is the implementation of the social forestry cooperation agreement between PT. Arara Abadi and the community of Dosan Village carried out, and what are the obstacles encountered in the implementation of the cooperation agreement. The research method used is empirical legal research with a qualitative approach. Data were obtained through interviews, document studies, and direct field observations. The data were analyzed descriptively by linking empirical findings with legal theory. The research findings show that the implementation of the cooperation agreement has generally proceeded in accordance with the initial agreement, particularly in empowering the community and utilizing forest land. However, several obstacles were found, such as the community’s limited understanding of the agreement content, suboptimal community involvement in decision-making, and technical challenges in program implementation on the ground. Therefore, there is a need for capacity building for the community as well as continuous monitoring from the government and the company to ensure the sustainability of the cooperation.
