Abstract

Flooding occurs because the water capacity in rivers and waterways increases from their capacity, so that the water in the area around the canals is flooded and causes flooding. Water capacity can increase at any time, so residents must always be on alert. In addition to high rainfall, littering also has the potential for flooding, as a result of flooding, many losses are caused both in terms of material and psychology. Even floods can also cause casualties due to the lack of prevention against the consequences of flood disasters. In 2016 in the coastal Rumbai area experienced a flood that was quite large and caused a lot of harm to the community in terms of economy and psychology, In 2018 in Kubang Ujung also experienced a flood disaster due to high rainfall due to the lack of public awareness to maintain the cleanliness of the environment where the information obtained was only from local residents in the form of photos, videos and reports of residents who were in the flood-affected area and current technological developments where an agency must have a system of tools that can help in handling flood disasters such as tools that can send messages using notifications to telegram through the Water Level sensor and ESP32-CAM as a Microcontroller and can see the water level through the Internet of Things (IoT) web to certain parties. The Pekanbaru BPBD Office still does not have a system of tools or models to detect water levels in flood-prone areas so that it is still not able to minimize flood victims and inform the community, so that the community can save valuables. With this problem, we found a solution for the Pekanbaru Regional Disaster Management Agency (BPBD) in building a flood detection model system in flood-prone areas, using ESP32-Cam microcontrollers and Water Level Sensors where the way it works when the water level has exceeded the limit set by the water level sensor, the model will provide notifications in the form of photos to telegram and can also be seen on the web about the water level to the relevant parties about the water level.
