Abstract
The first general election was held in 1955 which was attended by 21 political parties, based on a proportional system, which took place in a democratic atmosphere. Because there were many parties and at that time we adopted a parliamentary system of government, the cabinet could not last long, at most one year. Because of this, during the guided government period there was a desire to strengthen the executive branch by reviving the presidential system of government based on the 1945 Constitution, and simplifying the party system. In 1961, official recognition was limited to only 10 parties out of 21 parties that took part in the 1955 elections. The political development of election law has undergone a significant shift from time to time. Elections are considered as a real form of democracy and the most concrete form of public participation in participating in the administration of the state. From the background above, the authors formulate the main issues including: First, How are the Political Dynamics of General Election Laws During the Reform Period?, Second, What Are the Changes in the Legal Politics of General Elections During the Reform Period? This type of normative legal research or library research method is legal research conducted by studying and researching library materials in the form of primary legal materials and secondary legal materials. While the nature of this research is descriptive, namely providing a clear and detailed picture of the problems that are the subject of research. After going through the process of data collection and data processing, then the data is analyzed based on qualitative methods, then after the data is analyzed, conclusions are formulated deductively, namely drawing conclusions from general to specific matters. From the results of the study it can be concluded First, Political Dynamics of General Election Law during the Reform Period before the reformation One of the prominent features in the period of development of political parties during the New Order era was the shrinking number of political parties where the number of political parties was only a few due to restrictions by the government on the establishment of political parties. Second, factors that influence the political dynamics of general election law during the Reformation Period. The implementation of general elections during the New Order era was the existence of political parties which became one of the important institutions. Political parties are believed to be strategic instruments for the development of Indonesian democracy in the future.
