Abstract

Planning and Realization of the development of interstate border areas in Meranti Islands Regency in budget activities there are often delays in development projects and the regions are still not optimal in proposing development activity programs to the National Border Management Agency (BNPP) in order to obtain APBN funds, making the conditions of border areas in the Regency The Meranti Islands are still lagging behind other regions. One reason is that they have not been able to maximize development proposals because the district and provincial regions have not been able to prepare data that supports the proposal and coordination between district and provincial regional institutions in facilitating the proposal for development which is still minimal. Based on this phenomenon, first, this study aims to examine and analyze the Development of Border Areas Between Countries in the Meranti Islands Regency ? Second, the inhibiting factors for regional development This research is included in the normative juridical and empirical juridical research groups. The normative juridical approach is legal research that places law as a building system of norms. Empirical juridical research is research that has an object of study regarding the Management of State Borders in the Forefront Region of the Meranti Islands Regency in the Field of Development Based on the Law of the Republic of Indonesia Number 43 of 2008 concerning State Territory. The results of the research The development of interstate border areas in Meranti Islands Regency has been carried out by the Meranti Islands Regency government to the government through ministries, but the process is still not running optimally. This can be seen from the realization of infrastructure development which has not been carried out much in Meranti Islands Regency. Several indicators for assessing coordination have been good, such as indicators of communication, information technology and government awareness of the importance of coordination in terms of proposed activities. But still not running optimally. In the case of delays and cancellation of the state budget. Obstacles in the development of the Meranti Islands Regency Government are related to the lack of competence of human resources, geographical conditions, the role of community participation and regional readiness to budget for land acquisition and the unpreparedness of the Riau Provincial Government and the Meranti Islands Regency Government in the mechanism for disbursing the APBN budget.
