Abstract
The pattern of partnership between large, medium and small entrepreneurs is regulated in Article 1 number 13 of Law Number 20 of 2008 concerning Micro, Small and Medium Enterprises. One form of oil palm plantation partnership cooperation is the Primary Cooperative Credit (KKPA) system for Members. The KKPA pattern is a type of credit, both investment credit and working capital credit provided by the Bank to the Primary Cooperative, to be forwarded to its members to finance productive businesses, with the aim of increasing income and welfare of KUD Cooperative members, increasing production, and increasing foreign exchange. PT. SLS is a partner of Astra Agro Lestari. form of cooperation between the people of Genduang Village, Pangkalan Lesung District, Pelalawan Regency and PT. SLS. The land of the community that joined the KKPA pattern was once cultivated by the people of Genduang Village, Pangkalan Lesung District, Pelalawan Regency with PT. SLS. Recognition from the people of Genduang Village, Pangkalan Lesung District, Pelalawan Regency who joined the KKPA pattern of PT. SLS through the service cooperative agreed that it was known that the registered community land did not have a land certificate. The focus of the problem in this study is How to Legal Protection for Members of the Primary Cooperative Credit Members (KKPA) who do not have Land Certificates. The type of research used is included in Empirical Law research. The legal materials used are primary and secondary legal materials. The author conducts analysis by providing interpretation and linking to the opinions of experts and applicable laws and regulations, the results of other people's research then the author draws conclusions using the Inductive method, which is to draw conclusions from things that are specific to things that are general. the results showed that the legal status of Primary Cooperative Credit Members (KKPA) who do not have Land Certificates has not received clarity. Legal protection for Primary Cooperative Credit Members (KKPA) who do not have Land Certificates is based on treaty clauses and government supervision.
