Abstract
There are various challenges in the implementation of consumer protection law, especially in resolving disputes that arise due to the negligence of shoe laundry service providers. The importance of consumer protection in facing losses resulting from the negligence of service providers and the necessity for clarity in fair dispute resolution mechanisms is highlighted. This study aims to analyze the legal protection for consumers of shoe laundry services regarding the negligence of service providers, as well as to examine the solutions provided by service providers when consumers experience losses, such as damaged, lost, faded, or swapped shoes, based on Law No. 8 of 1999 concerning Consumer Protection. The research employs an empirical approach using questionnaires and in-depth interviews with 30 consumers and 5 shoe laundry service providers in Pekanbaru. The data analysis technique used is descriptive analysis to describe the responses of consumers and service providers regarding legal protection and loss resolution. The first research finding shows that the majority of consumers understand the legal protection regulated under Law No. 8 of 1999, but some are less aware of their rights and obligations as consumers. The second finding indicates that although service providers attempt to provide solutions to consumer complaints, the resolutions offered tend to be inadequate and do not always comply with the clear provisions of the legislation. Most consumers feel that the existing problem resolution procedures do not provide them with a sense of security and fairness. The conclusion of this research is that although service providers have made efforts to offer solutions to consumer losses, they still need to improve transparency and clarity in the issue resolution procedures, in accordance with Law No. 8 of 1999. Therefore, it is recommended that service providers pay more attention to consumer rights and ensure that every resolution is carried out in a fair manner and in compliance with applicable regulations. Suggestions for future research include a more in-depth examination of the effectiveness of implementing consumer protection laws in the shoe laundry service sector.
