Abstract
Human Rights (HAM) means talking about the dimensions of human life. Human rights exist not because they are given by society and the goodness of the State, but based on their dignity as human beings. Recognition of human existence indicates that humans as living creatures are the creation of God Almighty, Allah SWT, and deserve positive appreciation. The main problem in this research is how to implement the granting of the right to health services in class II A prisons in Pekanbaru. What are the obstacles to health services for those suffering from serious illnesses in Class II A prisons in Pekanbaru. This research uses the legal research method of observational research or survey where this research collects information from respondents using data collection tools in the form of interviews and the nature of this research is analytical descriptive, that is, the research provides data as accurately as possible to describe the provision of rights to health services for prisoners suffering from serious illnesses. In Pekanbaru Class II A Prison. The results of the research show that the implementation of the provision of the right to health services in class II A prisons in Pekanbaru is in accordance with the Law of the Republic of Indonesia Number 12 of 1995 concerning Corrections, which regulates the right to health for inmates, namely in Article 14 paragraph (1), one of which is Prisoners' rights are to receive adequate health and food services. In order to fulfill health services in State Detention Centers, the government is obliged to provide health measures which include Promotive Health Efforts, Preventive Health Efforts, Curative Health Efforts and Rehabilitative Health Efforts. The obstacle in providing health services to those suffering from serious illness in the Pekanbaru Class II A prison is the length of the licensing process at the Pekanbaru Regency Correctional Institution, which hinders further treatment for prisoners suffering from serious illness.
