Abstract

This study aims to determine the form of empowerment of rice farmers in Bungaraya District, Siak Regency and to find out, understand and study the inhibiting and supporting factors of empowerment of rice farmers carried out by the Bungaraya District Government, Siak Regency. The main problems in this study are 1). What is the form of empowerment of rice farmers in Bungaraya District, Siak Regency and 2). What are the inhibiting and supporting factors of empowerment of rice farmers carried out by the Bungaraya District Government, Siak Regency. The author uses the observational research method or empirical law research, namely direct research to the research location using data collection tools in the form of questionnaires and interviews. The nature of this research is descriptive, namely providing a clear and detailed description of an incident that occurs regarding the main problem of the study. Based on the results of the study, it shows that the Empowerment of Rice Farmers in Efforts to Increase Harvest Yields in Bungaraya District, Siak Regency is running well but there are still several obstacles, both from natural factors and technical factors. The government is always trying to increase the productivity and production of food crops, especially rice, including by using certified superior variety seeds. The supporting factors for empowering rice farmers are the quality of the seeds planted, accurate, appropriate and functional fertilization. The inhibiting factors are the lack of modern tools, farmers should get facilities individually but they are used alternately, and there are pest attacks. Providing assistance for the sustainability of empowerment, in the form of physical assistance such as farming tools and fertilizers. And there are around 1,200 farmer workers, then the types of fertilizers used by rice farmers on rice plants provided by the Bungaraya sub-district government, Siak Regency. There are several fertilizers including: dolomite, npk, urpa, kcl, vospor, poison, other supporting tools.
