Abstract

This research was conducted in the Bengkalis area, specifically at the Bengkalis Regency Police regarding legal protection for children who are victims of sexual abuse that occurred in 2021-2022. Related to the research, it is because in the previous year, similar crimes occurred a lot in Bengkalis. The victims of this sexual abuse who were targeted by the perpetrators were junior high school students who were still teenagers. This study aims to determine the legal protection for children who are victims of sexual abuse, as well as the obstacles in providing legal protection for children who are victims of sexual abuse in the jurisdiction of the Bengkalis Regency Police. The data collection used was field observation (survey) research and interviews, the data collected was then processed and analyzed descriptively. The results obtained from this study are in the form of protection of rights for children who are victims of sexual abuse in the Bengkalis Regency Police area including, law enforcement in accordance with the law and legal assistance in the form of advocacy or from government or non-government institutions. Physical protection and security by law enforcement officers to victims in the form of supervision from the police and other law enforcers as a preventive measure. Psychological support and rehabilitation such as counseling and therapy carried out by trained psychologists. Social support such as accompaniment to children and parents for the recovery process, education and awareness such as educating children who are victims of sexual abuse and their families about their rights. Health services such as medical care and mental health services for children who are victims of sexual abuse. Finally, Monitoring and Evaluation such as monitoring cases and ensuring that children who are victims of sexual abuse receive proper protection. There are several obstacles found by researchers in providing legal protection by the police to children who are victims of sexual abuse, including; Social and cultural barriers, legal and policy barriers, institutional barriers, economic barriers, educational and information barriers, and psychological barriers. In addition to barriers, there are solutions to overcome these barriers, namely, strengthening law enforcement, public education and awareness, integrated services, economic support, collaboration, coordination and communication, and psychological assistance.
