Abstract

The advancement of information that can be accessed quickly and effectively via landlines, mobile phones, television, computers, internet networks and various electronic media, has shifted the way humans work, learn, manage companies, run government, shop or carry out trading activities. In this way, technology can also be said to be a criminogenic factor, namely a factor that causes people to want to do evil or makes it easier for people to commit crimes, such as crimes, in this case threats with Short Message Service (SMS) or Internet media. Currently, blackmail and threats often occur in our daily lives, especially frequently in electronic media such as social media. Based on the description above, it has attracted researchers' interest in conducting this research. The formulation of the problem in this research is how to implement law enforcement regarding criminal acts of threats via electronic media that occur in the jurisdiction of the Rokan Hulu Police, as well as what are the obstacles and efforts in implementing law enforcement related to criminal acts of threats via electronic media in the Rokan Hulu Police area and what are the efforts? Overcoming Obstacles in Law Enforcement Against Perpetrators of Crimes of Extortion and Threats Through Electronic Media in the Legal Area of the Rokan Hulu Police The research uses normative empirical research methods. namely a research that uses normative-empirical legal case studies in the form of legal behavioral products, while the data collection tools in writing this research are by conducting interviews and observations. Implementation of Law Enforcement Against Perpetrators of the Crime of Extortion Through Electronic Media in the Legal Area of the Rokan Hulu Police. That the main task and function of the Ministry of Communication and Informatics is to formulate national policies, implementation policies and technical policies in the field of communications and informatics which include post, telecommunications, broadcasting, information and communication technology, multimedia services and information dissemination. The crime of extortion is one method that is often used by some people to carry out their intentions and actions. Obstacles faced in enforcing the law against perpetrators of criminal acts of extortion and threats via electronic media in the legal area of the Rokan Hulu Police, factors of law enforcement officers and facility factors and public awareness factors. Efforts to overcome obstacles in law enforcement against perpetrators of the crime of extortion through the media in the legal area of the Rokan Hulu Police, namely from law enforcement officers as well as increasing cooperation between the community and the police and carrying out penal and non-penal measures
