Abstract

The construction of the Pinang Serumpun Flats is an effort by the Siak Regency government to improve the quality of the residential environment and an effort to overcome the level of slums in Tualang District, this is due to the Decree of the Regent of Siak Number 303/HK/KPTS/2017 concerning Determining the Location of Slum Housing and Slum Settlements in Siak Regency There are four locations for slum housing and slum settlements, one of which is in Tualang District. The construction of the Pinang Serumpun Flats was established in 2018 and this construction is in Kampung Pinang Sebatang and this construction was assistance for the Rusunawa building from the Ministry of PUPR. However, the construction of flats in Tualang District has not been effective with no increase in interest in living in these flats, this is because the behavior of residents who still have minimal awareness, poor management in managing the flats, and there has been no effective outreach from the government to influence the community, especially in slum areas, to live in flats. In identifying the level of effectiveness of Pinang Serumpun flats through quantitative analysis methods using a Likert scale in processing data obtained from data collection techniques using questionnaires. The effectiveness of the Pinang Serpun flats from the environmental facilities requirements of the flats is at the "Effective" value with an average value of 68%. However, the effectiveness of the Pinang Serumpun flats from open space facilities is at an ineffective value with an average value of 39% because the existing open space availability in the flats is not functioning well and the available open space facilities consist of slides and seesaws which intended for children, while the residents of the Pinang Serumpun flats are employees of PT. Indah Kiat who doesn't have a family yet. The effectiveness of the Pinang Serumpun flats in terms of the comfort of the residents' stay is rated "Very Effective" with an average value of 85%.
