Abstract

Empat Balai Village is one of the villages in Kampar Regency which has rice farming land of 44.71 Ha out of the total area of the main area of Empat Balai Village of 1170.90 Ha, but it still has a comparison with plantation commodities which are mostly planted with oil palm. area of 855.44 Ha. Empat Balai Village has 4 rice farming groups where the rice commodities obtained by the farming groups in Empat Balai Village are in the form of rice plants with the types of rice varieties being Batang Piaman and IR42 with the average amount of rice produced by the farming groups in Empat Balai Village of 3 Tons/Ha. The approach in this research is deductive. This research is classified as a deductive approach because the researcher examines common problems based on testing a theory consisting of variables to determine village development strategies based on lowland rice commodities in Empat Balai Village, Kuok District, Kampar Regency. Based on the Continum Nearest Neighbor Analysis analysis, the T value obtained for the distribution pattern of location utilization of rice commodities in Empat Balai Village is 2.147784 which is stated to tend to have a dispersed pattern. Suitability of land is the highest strength factor with a value of 73.4%, limited land is the highest weakness factor with a value of 62.6%, stable selling prices of agricultural products are the highest opportunity factor with a value of 75.2%, and farmer workers not having the next generation is the highest threat factor with a value of 64.8%. Recommendations for village development strategies based on lowland rice commodities in Empat Balai Village, Kuok District, Kampar Regency include sustainable lowland rice cultivation areas, increasing human and institutional resource capacity with education and training carried out in an integrated manner involving various related parties, increasing yield efficiency and quality. and product display, optimal utilization of resources (assets), and facilitating the formation and development of partnership patterns.
