Abstract
Every child who is born is a legal subject and is a natural person, which means that he or she is born free, and cannot be tortured or even eliminated. Even from the moment he is in the womb, a child has the right to live, be cared for and be protected regardless of his physical and mental condition. Criminal acts are an endless issue for debate, one of which is the crime of child molestation. From year to year, the crime of obscenity has received public attention and is also one of the highest crimes. This research is motivated by the increasing number of children as victims of criminal acts of sexual abuse. The problems in this research are: 1. What are the factors that cause sexual abuse of children in the legal area of the Tenayan Raya Pekanbaru Police, 2. What are the police's efforts in dealing with criminal acts of sexual abuse against children in the legal area of the Tenayan Raya Pekanabaru Police. This thesis research uses the Empirical Sociological Legal research method which obtains data by conducting direct field observations and surveys to obtain primary data obtained through interviews. The data collection techniques used in this research are observation, interviews, literature study, and documentation. Next, draw conclusions inductively. From the results of this research, the author concludes that the factors causing criminal acts of sexual abuse against children in the Tenayan Raya Pekanbaru Police Legal Area are caused by environmental factors, economic factors, educational factors and lack of parental supervision. Efforts to deal with criminal acts of sexual abuse against children in the Tenayan Raya Pekanbaru Police jurisdiction are carried out with preventive countermeasures and repressive countermeasures.
