Abstract
The occurrence of narcotics trafficking cases in Meranti Islands Regency is due to its geographic location which is directly opposite the border of the Malacca Strait (Malaysia) as a source of narcotics trafficking. Apart from that, the distribution of narcotics began with the modus operandi of a group of drug cartels. The main problem in this research is the factors that influence the circulation of narcotics in the Meranti Islands Regency and how efforts to control narcotics circulation are carried out by the National Narcotics Agency of Riau Province in the Meranti Islands Regency. The methods used in this research are field research and library research. The data sources used in this research are primary data obtained directly from interviews with predetermined sources and secondary data sources obtained from various literature and statutory regulations. And the nature of this research is analytical descriptive. The results of the research explain that cases of narcotics trafficking in Meranti Islands Regency have experienced a spike. The factors that influence the circulation of narcotics in Meranti Islands Regency are the lack of education, the weak economy, the existence of rat ports as distribution routes, weak supervision and patrols and the lack of a monitoring budget. Due to these factors, cases of narcotics trafficking in Meranti Islands Regency from 2021, 2022 and 2023 will experience a spike. In 2021 there were 62 cases recorded and 103 suspects, in 2022 there were 74 cases recorded and 118 suspects until 2023 starting from January – May there were 27 cases and 33 suspects recorded. Therefore, with the spike in cases, the Riau Province National Narcotics Agency is making efforts to tackle Narcotics Trafficking in the Meranti Islands Regency, starting from increasing supervision, implementing P4GN (Prevention of Eradication and Illicit Narcotics Trafficking) and implementing the Drug Clean Village (Bersinar Village) program.
