Abstract

Innovation is an idea, practice, or object that is considered new by certain individuals (one unit) and is adopted by others. As a service innovation, the Haji Pintar application has provided ease of service since 2016 but still has problems. This research aims to determine public service innovation through the smart Hajj application at the Pekanbaru City Ministry of Religion office, along with the inhibiting factors. The problem with this research is the lack of socialization, hampered by the lack of knowledge or ability of people to use digital technology, people prefer manual services. This type of research is a qualitative descriptive research method, attempting to analyze social life by describing the social world from the perspective or interpretation of individuals (informants) in natural settings. The data collected is in the form of words, images, and not numbers. So that in this way an explanation and description of the research topic can be obtained in accordance with the research title. This writing consists of primary data, namely research in the form of documentation observation interviews and secondary data obtained namely the results of interviews in research. The conclusion of this research is that public service innovation through the Haji Pintar application in the Ministry of Religion of Pekanbaru City is not yet optimal, due to a lack of socialization and low understanding of the public, especially the elderly, in using digital technology. The author's suggestions require increased socialization, education through digital media, family support, and collaboration with local governments to strengthen digital access so that the Smart Haji application can be used widely, inclusively and sustainably by the entire community.
