Abstract
In Law Number 6 of 2014 concerning Villages. A village is a legal community unit that has certain territorial boundaries and has the authority to regulate and manage the interests of the local community based on local origins and customs recognized by the State. The existence of villages themselves is currently specifically regulated in Law Number 6 of 2014 concerning Villages. The enactment of Law Number 6 of 2014 also regulates the position and types of villages; village planning; village authority; implementation of village government; rights and obligations of villages and village communities; village finances and village assets; as well as village development and development of rural areas. Village Regulations are also a further elaboration of higher statutory regulations by taking into account the socio-cultural conditions of the local village community. The formation of village regulations is carried out by the Village Government (Village Head and Village Apparatus) and the BPD (Village Consultative Body) as legislation. In making Village Regulations, the Village Head is obliged to involve the Village Consultative Body, accommodating and channeling community aspirations in accordance with Law Number 6 of 2014 concerning Villages. From the background that the author explains above, the formulation of the problem that will be solved in this research is the mechanism for forming village regulations according to Law Number 6 of 2014 in Buana Bhakti Village, Kerinci Kanan District, Siak Regency and how the community participates in forming village regulations according to Law Number 6 of 2014 in Buana Bhakti Village, Kerinci Kanan District, Siak Regency. This research method is sociological legal research, namely collecting data by means of a survey, that is, the researcher directly carries out research at the location with the intent and purpose of finding facts, which then leads to identifying and solving problems. The nature of the research used is analytical descriptive research, namely explaining and describing the realities in the field very carefully. From the results of researchers in the formation of Buana Bhakti Village Regulations, Kerinci Kanan District, Siak Regency, it is not yet in accordance with Law Number 6 of 2014 concerning Villages, the Village Consultative Body still lacks human resources in Buana Bhakti Village, in terms of education which is still low, lack of training from the central government to better understand the legal basis for making village regulations and a lack of forum for community aspirations in forming village regulations, resulting in an imbalance in the implementation and application of the regulations that have been made.
