Abstract

Every human being wants to have a house that is suitable to live in so that they feel safe and comfortable when occupying it. However, poverty is the main factor in someone not being able to fulfill their primary or secondary needs. Home is a human need that must be considered because it concerns the welfare of society. The need for livable houses is increasing in line with the increase in Indonesia's population. Every year the Pasir Kemilu Village government carries out a selection and assessment of residents who have uninhabitable houses to submit to the Minister of Social Affairs as recipients of rehabilitation assistance. This is in accordance with Minister of Social Affairs Regulation no. 6 of 2021 concerning Social Rehabilitation of Uninhabitable Houses and Environmental Infrastructure. However, in the selection process, the village government experienced obstacles and difficulties in carrying out assessments due to differences of opinion between one officer and another. Apart from that, the process of filling in data is still carried out using paper forms, this can cause damage and even loss of data that has been collected. The data search process also takes a long time because the data has to be searched one by one in a pile of form files. The Topis method is a Decision Support System (SPK) method that can be used in the selection process for recipients of rehabilitation assistance for uninhabitable houses. The TOPSIS method can help make optimal decisions in solving practical decision problems. The aim of this research is to build a web-based system to determine recipients of uninhabitable housing assistance. This system was built using the TOPSIS method. With the TOPSIS method, assessments can be carried out precisely, quickly and easily so that assistance for the rehabilitation of livable houses is right on target.
