Abstract

Jalan Jenderal Sudirman is one of the urban areas that is densely populated with commercial and service activities, education, health, and office activities, resulting in a high level of human movement. Therefore, the presence of pedestrian facilities is necessary for smooth traffic flow and pedestrian comfort. To determine comfortable pedestrian routes, a level of service calculation is required. The level of service will indicate the utilization level of pedestrian routes, such as those that are good, comfortable, and effective for pedestrians. The aim of this study is to provide a level of service assessment for the pedestrian route of Jalan Jenderal Sudirman in Pekanbaru City. The research method used is descriptive with both qualitative and quantitative approaches. In analyzing the level of service, the level of service (LOS) method is applied based on the Highway Capacity Manual (HCM) 2000 standard. Meanwhile, to analyze pedestrian facilities, the standards set by the Minister of Public Works Regulation Number: 03/PRT/M/2014 are used. Samples were taken from pedestrians crossing the pedestrian routes at predetermined observation points, with sampling conducted on designated days, and three sample collections were carried out each day. Based on the analysis, the pedestrian routes on the west and east sides have different sizes and uneven, textured surfaces on some sides. The analysis results show that the existing conditions and level of service on the pedestrian routes affect pedestrian comfort, with narrow paths used by street vendors (PKL) and unstable service levels. Based on these findings, recommendations for better pedestrian route management were formulated, including the arrangement of pedestrian lighting, seating, trash bins, bus stops, guardrails, drainage, green lanes, improvement of pedestrian path widths, construction of road markings and signs, and the construction of pedestrian routes for people with disabilities, along with better surface materials for pedestrian paths that align with existing standards and regulations to enhance comfort and ensure ideal pedestrian routes. The level of service results for the pedestrian routes on both the west and east sides show an A-level service, with flow variable <16, speed >1.30, density <0.21, and pedestrian space <5.6.
