Abstract

Referring to the RTRWN and RTRW Riau Province to build the Pasir Pengaraian Urban Area as a Regional Activity Center (PKW) which is directed as a city center for the Province's economic growth which functions as a production and distribution center to support the production sector in the surrounding area such as industrial and plantation activities, Rokan Regency development planning Upstream requires the right strategy by utilizing the existing superior potential. One of the regional development concepts in Indonesia is the regional thematic model. The formulation of the regional thematic development model in Rokan Hulu Regency is carried out with the concept of One Village One Product (OVOP). The OVOP concept is a concept in regional economic development that directs an area/village to be able to create a distinctive product with local characteristics by utilizing all the potential of its local resources and being globally competitive. The purpose of this study is to formulate a regional thematic development model based on the superior potential of Rokan Hulu Regency. The methods used are observation and interviews. The results of this study based on the Location Quotient (LQ) analysis found that the leading sectors of Rokan Hulu Regency are agriculture, plantations, and fisheries with a base value of 2.00. Based on the analysis of the superior potential available in each sub-district in Rokan Hulu Regency, it was found that each sub-district has superior potential and there are challenges in its development. The thematic models for Rokan Hulu Regency are furniture centers, handicraft centers, and special food centers for Rokan Hulu Regency.Regional Thematic, Regency Leading Sector, One Village One Product (OVOP) Concept.
