Abstract

The development of settlements in urban areas is an important role for government in improving community welfare in terms of housing. The Pekanbaru City Government has built simple rental flats on Jalan Yos Sudarso as an effort to provide community welfare by providing decent housing. This program aims to create social equality, harmony and balance, especially for Pekanbaru residents. This flat is specifically intended for people with Pekanbaru identity, thereby providing fair and equitable access to meet housing needs in urban areas. The problem formulation in this author's research is: First, how is the implementation of Regional Regulation Number 1 of 2015 in the management of Yos Sudarso's Simple Rental Flats. Second, what are the inhibiting factors in managing the Yos Sudarso Simple Rental Flats in Pekanbaru City. The research carried out by the author is empirical research because the author obtained data based on the research results. The nature of the research carried out by the author is descriptive, namely research that describes in detail the management of Yos Sudarso Simple Rental Flats. The author uses data collection to collect data with data instruments obtained from interviews, observations and library books. In drawing conclusions, the author uses a deductive method by taking a problem from the specific to the general. Implementation at the Yos Sudarso Simple Rental Flats contained in Regional Regulation number 1 of 2015 concerning the management of simple flats has not gone well because there are still flat residents whose income is above the minimum wage and there are still residents from the Pekanbaru City area who live in the house.
