Abstract

The number of Forged Document Criminal Cases in the POLDA Riau region amounts to 65 cases based on data from 2021-2023. Every year, there are reports of Forged Document Criminal Cases in the POLDA Riau region. The focus of this research is on the role of the forensic laboratory in uncovering cases of document forgery within the jurisdiction of the Riau Police and the obstacles faced by the forensic laboratory in carrying out the investigation of document forgery cases in the Riau Police jurisdiction. The research method used is empirical legal research employing observation research or field surveys to directly collect primary and secondary data from respondents through interviews and literature review, which will serve as data or information for this research. This research was conducted at the POLDA Riau Forensic Laboratory. The selection of this location is related to the case of document forgery that occurred within the jurisdiction of POLDA Riau and caused unrest in the community. The results of the scientific examination in the forensic laboratory of POLDA Riau are documented in the form of an official report on the examination of evidence, which is important for pro justicia and has legal value as evidence in the form of a "letter" under Article 184 of the Criminal Procedure Code (KUHAP). If the judge still does not understand the letter, the examiner can be presented in court to provide an explanation of the examination results contained in the letter. Thus, the examiner's testimony can also have legal value as evidence in the form of "expert witness testimony." The obstacles faced include the lack of training for new members, who have minimal knowledge, and the absence of comparison samples for some pieces of evidence. For instance, in signature examinations, there may be signatures of deceased individuals or individuals who are unwilling to cooperate. If there are fewer than three comparison samples, the examination cannot be conducted. Additionally, there is a need to update the existing SOPs, as the current ones are quite limited in their evidentiary value according to Article 184 of the Criminal Procedure Code (KUHAP).
