Abstract

Packaging is a container for wrapping food and protecting food products from the shelf life of the product so that food products can last longer. Food packaging has developed over time, both in terms of type and design. Styrofoam as one of the packaging containers that is favored by many people because it is easy to find and practical to use, but not many people know that Styrofoam contains carcinogenic substances in it that can cause health hazards if used at high temperatures or heat. In the Regulation of the Minister of Health Number 472 / Menkes / Per / V / 1996 concerning the Safety of Materials Hazardous to Health in Article 1 number 1, it states that hazardous materials are substances, chemicals and biology, either in single or mixed forms that can endanger health and the environment directly or indirectly, which have toxic, carcinogenic, teratogenic, mutagenic, and corrosive properties. The main problem in this study is how to implement consumer health protection against the dangers of using Styrofoam as food packaging on Jalan Air Dingin, Pekanbaru City, and what obstacles are experienced in implementing consumer health protection against the dangers of using Styrofoam as food packaging on Jalan Air Dingin, Pekanbaru City. This study uses an empirical legal research method, namely research whose objects are about symptoms, events, and phenomena that occur in society. Institutions or countries that are non-library by looking at the phenomena that exist in society. The nature of this study is descriptive analysis, namely a direct data collection technique which is then processed and compiled to obtain the problems that occur. Based on the results of the writing and discussion that the implementation of consumer protection related to the use of styrofoam for fast food is still not running effectively for consumer health, this is because food in hot, oily and soupy conditions will cause health problems to consumers so that it is not based on article 4a of Law No. 8 of 1999 concerning Consumer Protection. And in the implementation of consumer protection there are obstacles that occur from various parties, namely first from business actors who lack information about Styrofoam such as how to use it and its impact on health and the environment. Then from the consumer side itself, it is the same as not knowing Styrofoam in depth because of the lack of knowledge obtained and the lack of awareness from themselves.
