Abstract

THE EFFECTIVENESS OF CHILD IDENTITY CARD FUNCTIONS IN POPULATION ADMINISTRATION IN PADANG LAWAS UTARA DISTRICT, NORTH SUMATRA PROVINCE ABSTRACT By RIZKY ANANDA AMELIA In connection with population administration matters that occur at the Population and Civil Registration Office of North Padang Lawas Regency, especially the making of Child Identity Cards (KIA), it shows that there are still a number of problems that can affect the services for making the MCH. Among them there are still many people who still doubt the benefits of the Child Identity Card (KIA). Even though the aim of MCH is for the benefit of the child, in reality this policy has many pros and cons. Because apart from feeling that it does not have a big impact on children, it is also considered to only add to the administrative affairs of the Population and Civil Registry Service. It's not just the problem of people who are not familiar enough with KIA. The main objective of this research is to know and analyze the Effectiveness of the Function of Child Identity Cards in the Population Administration of North Padang Lawas Regency, North Sumatra Province. This type of research is descriptive qualitative. The number of research informants was 6 people with the Head of the Population and Civil Registration Office of North Padang Lawas Regency as the key informant. Data collection techniques by interviews and data analysis in this study used on-site data analysis techniques developed by Miles Huberman. The results of the study show that the Effectiveness of the Function of Child Identity Cards in the Population Administration of North Padang Lawas Regency, North Sumatra Province, it can be concluded that it is not yet effective, and needs to be improved, especially on indicators of the target approach and process approach. This is because the awareness of the residents is still lacking to take care of MCH at the Population and Civil Registration office of North Padang Lawas Regency. Because of this, there is a need for a scheme that can encourage the community to take care of MCH for their children. The low public interest in MCH is due to the absence of a standardized ecosystem regarding MCH utilization that applies nationally. In fact, KIA is important to fulfill the identity of children under 17 years of age as stated in the Regulation of the Minister of Home Affairs Number 2 of 2016 concerning MCH.
