Abstract
EVALUATION OF THE IMPLEMENTATION OF MATERNITY ASSURANCE PROGRAM (JAMPERSAL) AT UPT PUSKESMAS BENGKALIS, BENGKALIS SUBDISTRICT, BENGKALIS REGENCY ABSTRACT SRI BANUN PRIBADI The government through the Minister of Health already has a Maternity Guarantee Program (Jampersal) to reduce the Maternal Mortality Rate (MMR) and Infant Mortality Rate (IMR). Jampersal is a government program in the Health Sector aimed at women, especially pregnant women whose aim is to provide guarantees to the public (especially pregnant women) in accessing health services related to guarantees for financing delivery services. The financing for childbirth insurance is borne by the Central Government through the State Revenue and Expenditure Budget (APBN) to avoid the unaffordability of health service financing by the community. In implementing the jampersal program, it is necessary to evaluate the policies of the jampersal program that have been implemented so far. This was done to determine the success of the Jampersal program service at UPT Puskesmas Bengkalis, Bengkalis District, Bengkalis Regency. This study used a qualitative research method with a descriptive approach to describe the problems in its assessment. The success of the implementation of the Jampersal program can be achieved with various supporting factors such as the efforts made to assess the level of implementation of the Jampersal program which has been carried out so far at the UPT Puskesmas Bengkalis, Bengkalis District, Bengkalis Regency. Based on the results of the research on the Implementation of the Maternity Assurance Program (Jampersal) at UPT Puskesmas Bengkalis, it can be concluded that the implementation of the Maternity Assurance Program (Jampersal) at UPT Puskesmas Bengkalis, has not been fully optimal. To get optimal results, several efforts can be made, such as increasing the number of officers who are directly involved in collecting data and jampersal services for the community, encouraging the community to collect data independently at the UPT Puskesmas Bengkalis, the community is given technical instructions or instructions for implementing jampersal at the UPT Puskesmas and ensuring administrative completeness is available as well as increasing facilities and infrastructure to support the implementation of the Jampersal program to prevent and reduce MMR and IMR.
