Abstract

EFFECTIVENESS OF ELECTRONIC PLANNING APPLICATIONS (E-PLANNING) IN REGIONAL DEVELOPMENT PLANNING BY THE REGIONAL DEVELOPMENT PLANNING AGENCY OF LABUHANBATU SELATAN REGENCY, NORTH SUMATRA PROVINCE ABSTRACT By PACKAGE MUHAMMAD HAMDI ARIF The effective implementation of SIPD is the main goal in facilitating and accelerating an activity of monitoring and evaluating public services in South Labuhanbatu Regency. However, the initial observations obtained from the research location showed that there were many obstacles, one of the obstacles was the occurrence of problems in data input. Where step by step data input is done online and the manager is not taught directly how to use the system. Based on this initial observation, the SIPD manager stated that in fact this implementation had been effective but there were many obstacles that were obtained from this web-based system. The phenomenon that occurs at the research location is related to the lack of understanding of HR knowledge in managing the SIPD application. The main objective of this research is to know and analyze the Implementation of Electronic Planning Applications (E-Planning) in Regional Development Planning by the Regional Development Planning Agency of South Labuhanbatu Regency, North Sumatra Province. This type of research is descriptive qualitative. The number of research informants was 6 people with the Head of Bappeda of South Labuhanbatu Regency as the key informant. Data collection techniques by interviews and data analysis in this study used on-site data analysis techniques developed by Miles Huberman. The results of the study show that regarding the effectiveness of electronic planning applications (e-planning) in regional development planning by the Regional Development Planning Agency of South Labuhanbatu Regency, North Sumatra Province, it can be concluded that it is not yet effective, and needs to be improved, especially on indicators of adaptability, work performance and job satisfaction. . This is because the E-Planning Application should be a form of transparency in planning carried out by the Regional Government. However, in reality, the community itself is not given access to know the activity plans that will be carried out by the local government. The impact is that the community cannot see how the side of transparency is carried out by the South Labuhanbatu Regency Government in carrying out planning so that the results of the implementation of EPlanning in South Labuhanbatu Regency do not go according to plan. with the principle of transparency in the concept of Good Governance.
