Abstract

MSMEs are one of the main pillars in advancing the Indonesian economy, although they have shown their contribution and role in the national economy, MSMEs still face various obstacles and constraints, both internal and external. The number of MSMEs, which has gradually increased, has not made the economy of the Meranti Islands Regency community also increase, there are still many obstacles and obstacles for business actors in developing their businesses. From this phenomenon, it is hoped that there will be efforts and strategies from the regional government of the Meranti Islands Regency to be able to provide protection for MSMEs, especially legal protection in accordance with what is regulated in Law Number 20/2008 concerning MSMEs. The problems are as follows: How is legal protection for micro, small and medium enterprises (MSMEs) in the meranti islands district and what are the factors causing legal protection for micro, small and medium enterprises (MSMEs) in the meranti islands district not implemented. It can be seen from this type of research that it is included in the Empirical / Sociological legal research group. By way of survey directly to the field to collect primary data obtained from respondents either through questionnaires or interviews to be used as data or information as material in writing this research. To achieve an equitable improvement in the national economy, the Office of Cooperatives, MSMEs and Manpower has made efforts to provide protection and development of MSME facilities in the Meranti Islands Regency , by assisting with solutions to problems faced by MSME business actors, seeking to improve human resources, conveying all forms of information related to development, providing extension materials, socialization and technical guidance, carrying out guidance and supervision in the field of cooperatives and Micro, Small and Medium Enterprises. But in reality this has not been running optimally, because it is caused by various internal and external constraints such as budget, area, and low quality of Human Resources. So that means the implementation of legal protection for MSME actors in the Meranti Islands Regency has not been realized optimally.
