Abstract

The Role of Propam in Enforcing the Code of Ethics for Police Officers Involved in Drug Abuse within the Jurisdiction of the Rokan Hulu Police Department. This research discusses the role of Propam in enforcing the code of ethics, the obstacles faced by Propam in this enforcement against police officers involved in drug abuse, and the resolution of drug abuse issues within the Rokan Hulu police jurisdiction. The purpose of this research is to (1) understand the implementation of Propam's role in upholding the Code of Ethics for police officers involved in drug abuse, (2) identify the obstacles faced by Propam in enforcing the Code of Ethics against these officers, and (3) examine the resolution processes for drug abuse among police officers in the jurisdiction of the Rokan Hulu Police Department. In addressing these issues, the author employs a normative-empirical method, utilizing purposive sampling with specific considerations for data sources. This research is descriptive, presenting the data found to provide an overview of the roles, obstacles, and resolutions undertaken by Propam in enforcing the code of ethics. Based on the research findings, it can be concluded that the implementation of Propam's role in enforcing the Code of Ethics, as outlined in Article 17, paragraph 2 of Police Regulation No. 14 of 2011 for police officers involved in drug abuse, is functioning well but is not yet optimal due to ongoing cases of violations that have increased from 2021 to 2023. The obstacles encountered in enforcing the Code of Ethics are primarily internal, including the limited number of Propam members responsible for oversight, mutual protection among fellow officers who commit drug abuse violations, insufficient welfare for members, and a lack of socialization regarding police regulations, all of which hinder the enforcement of the Code of Ethics within the Rokan Hulu Police Department. Resolutions are achieved through processes such as complaints, inspections, investigations, case presentations, legal advice, and KKEP hearings. Ethical sanctions do not preclude criminal charges against police officers who commit offenses, in accordance with Article 12, paragraph 1 of Government Regulation No. 2/2002 and Article 28, paragraph 2 of Police Regulation No. 14/2011.
