Abstract

The implementation of regional autonomy as regulated in the 1945 Constitution of the Republic of Indonesia requires the granting of appropriate authority to regional officials such as governors, regents, mayors and sub-district heads. They play an important role in implementing regional autonomy because they interact directly with local communities. However, the role of sub-district heads is often ignored by policy makers in the central government, even though they actually have a position that is very close to the community. This results in less than optimal public services, even though the application of general principles of good governance is very important. Therefore, the role of the sub-district head is very vital in providing community services that reflect the vision of a prosperous country. This research aims to provide the community with an understanding of the role of the sub-district head, so that they can know their rights and also know the actions that have been taken or will be taken by their leaders at the sub-district level. This is important so that there are no misunderstandings between leaders and their citizens. The method used is Purposive Sampling. The method used takes samples from a population that has been agreed in advance using certain sizes, certain types and certain criteria. The sample for this research is the sub-district head and sub-district secretary of Batang Cenaku District. The data used comes from the results of performance evaluations, sub-district work programs and also direct interviews with the sub-district head and secretary of the sub-district head of Batang Cenaku sub-district. The research results show that most of the sub-district head's duties, especially those related to facilities and infrastructure, can be carried out well. However, there are obstacles because there are many activities that are considered the sub-district head's duties but are not clearly regulated. Apart from that, there was a conflict of interest between government agencies in Batang Cenaku sub-district. Therefore, there is a need for more detailed regulations regarding the duties of sub-district heads that can overcome these social problems.
