Abstract
ABSTRACT There are many skincare products that use the Blue Label specifically for night creams which are sold freely without checking with a doctor first, one of which is the night cream from Bening's Clinic Pekanbaru, where this Bening's Clinic skincare product already has legality from BPOM, which is listed on the product packaging. and has a registered BPOM Number, but there is a blue label clearly printed on one of the skincare series, namely on the night cream, the results of laboratory tests on the night cream product contain 3.4% hydroquinone. Using night cream containing hydroquinone without a doctor's prescription can have a bad impact on facial skin and there are several cases that cause consumers to experience facial irritation which causes redness, itching and swelling, this is clearly in conflict with Article 7a of Law Number 8 of the Year 1999 Concerning Consumer Protection. The problem in this research is how to implement consumer protection against the Blue Label on Bening's Clinic Pekanbaru night cream which causes losses to consumers according to Law Number 8 of 1999 concerning Consumer Protection. What are the obstacles in implementing consumer protection from misuse of the Blue Label on cream? Malam Bening's Clinic Pekanbaru which causes losses to consumers according to Law Number 8 of 1999 concerning Consumer Protection. This research uses empirical research methods. This research was carried out directly at the place that was used as the object of the research problem using interviews as a data collection tool. This research was taken at Bening's Clinic Pekanbaru at Jalan Soekarno Hatta Number 03-04 Labuh Baru Timur Payung Sekaki Pekanbaru, Riau. Based on research obtained, the implementation of consumer protection provided by Bening's Clinic Pekanbaru is by carrying out several efforts consisting of protecting business actors which consists of the initial stage of product promotion, service stage, transaction stage and payment procedures. Legal protection for consumers includes transaction services, product quality at Bening's Clinic Pekanbaru night cream. The complaint stages provided are the complaint procedure and complaint response provided by Bening's Clinic Pekanbaru. The obstacle factors for the Bening's Clinic Pekanbaru business actor are the inability to handle consumers who complain, and the factor of not wanting to lose and the obstacle factor for consumers, namely the inaccuracy of consumers in purchasing a product, as well as the government's lack of seriousness in enforcing the law.
