Abstract
Many canned drinks have been found that have expired or have expired which contain substances that are harmful to the health of the body, so many consumers feel disadvantaged. Consumers should be more careful when buying or consuming drinks. And inform you that there are consumer rights and obligations in the law regulated in Law Number 8 of 1999 concerning Consumer Protection.The problems in this research are as follows: First, what is the responsibility of business actors towards consumers for the circulation of expired canned drinks in Dayun District based on Law Number 8 of 1999 concerning Consumer Protection. Second, what are the inhibiting factors for business actors who distribute expired canned drinks in Dayun District based on Law Number 8 of 1999 concerning Consumer Protection.This research uses sociological legal research methods (empirical) or observation (observational research) which is descriptive analysis, namely research that collects data carried out directly in the field with surveys, reviewing or looking directly at the object being studied using data collection tools by interviewing and questionnaire by looking at and assessing existing common sense.The results of the research and discussion are as follows: first, the responsibility of business actors to consumers for the circulation of canned drinks that have expired based on Law No. 8 of 1999 concerning Consumer Protection is seen from several factors, namely those originating from Business Actors, the National Center for Drug Control and Food (BBPOM), and Consumers. Second, obstacles to business actors distributing expired drinks in Dayun District, Siak Regency, which are seen from several factors, namely Business Actors, the Food and Drug Monitoring Agency (BBPOM), and consumers. The first obstacle is that business actors commit fraud by secretly selling expired goods, namely sprite brand canned drinks, so as not to lose money and make a profit. The second obstacle comes from consumers themselves, consumers are reluctant to report things that could harm them, with limited consumer knowledge, lack of concern and lazy to look for information regarding consumer rights and obligations in the law as regulated in Law Number 8 1999 concerning Consumer Protection.
