Abstract

The implementation of land administration can sometimes experience problems, giving rise to disputes. Like the land dispute between the Hurung Jilok Village Community and PT. Sumatra Sylva Lestari overlaps and until now there is no clarity on the status of the land owned by the community so they do not get their rights to the land that is in dispute. The main problem in this research is what the status of land owned by the Community and PT. Sumatra Sylva Lestari, and how to resolve land disputes between the community and PT. Sumatra Sylva Lestari in Padang Lawas Regency outside the mediation court. The research method used for this research is an empirical or sociological type method which is carried out by survey or by conducting research directly at the research location. Meanwhile, this research is descriptive in nature using qualitative research methods, namely research that provides a clear picture or explanation of the phenomenon regarding Compensation Dispute Resolution Outside of Court Between the Community and PT. Sumatra Sylva Lestari in Padang Lawas Regency. From the results of this research, it can be concluded that the status of land ownership rights for the community is customary land obtained by the community by providing compensation to the person who cleared the land whose permission was known by the village head as the party who authorized it. Meanwhile, on the part of PT. Sumatra Sylva Lestari This land is land that is included in a forest area for which permission has been given directly by the government, namely the Minister of Forestry, to PT. Sumatra Sylva Lestari. To resolve land disputes that occurred between the people of Hurung Jilok Village and PT. Sumatra Sylva Lestari in Padang Lawas Regency is not going well even though mediation has been carried out by the parties twice with village officials being the mediators.
