Abstract
This research is motivated by the existence of various phenomena of fraudulent behavior in the use of measuring scales. This fraud, in considering it, is often rushed and is never appropriate or not in accordance with business ethics. So farmers feel disadvantaged in the weighing process implemented in Sekapas Village. In buying and selling, business actors must prioritize the principles of business ethics, namely honesty, fairness and trust. Apart from that, in buying and selling, business actors are prohibited from cheating consumers, as stated in Law Number 8 of 1999 concerning Consumer Protection, article 8 paragraph (1) letter c, namely: "business actors are prohibited from producing and/or trading goods and /or services that do not comply with the measurements, measures, scales and quantities calculated according to actual measurements. The formulation of the problem in this research is how to protect consumers against the use of measuring scales in buying and selling palm oil based on Law Number 8 of 1999 concerning consumer protection in Sekapas village, Rokan downstream district. And what are the obstacles to getting consumer protection regarding the use of measuring scales in buying and selling palm oil based on Law Number 8 of 1999 concerning consumer protection in Sekapas village, Rokan downstream district. The purpose of this research is to determine consumer protection and obstacles to the use of measuring scales in buying and selling palm oil based on Law Number 8 of 1999 concerning consumer protection and to provide insight for business actors especially palm oil traders, so that they can be responsible for losses experienced by them. Oil palm farmers in Sekapas village, Rokan downstream district. The type of research used in this research is by researchers going into the field to obtain information and data. The nature of this research is analytical descriptive, namely describing data taken from the research location and analyzed based on statutory regulations. The results of the research show that weighing in the buying and selling of oil palm fruit in Sekapas village, Rokan Hilir Regency is carried out twice a month, before each weighing is carried out the palm oil palm shop has informed the oil palm farmers that when is the time to collect their harvest in each stall. Palm oil tokes provide lower prices to farmers tied to them, and cut into the money they make from palm oil sales. The fixing of palm oil prices by palm oil companies to oil palm farmers in Sekapas village, Rokan Hilir Regency occurs only for farmers who have a debt agreement with palm oil companies. In this case, the palm oil toke provides money loans to oil palm farmers with an agreement that payment will be deducted from the money from the sale of palm oil.
