Abstract

The recent rise in acts of violence against children, whether in the form of physical, psychological and sexual violence, does not receive the protection of legal regulations and human rights which can result in children repeatedly becoming victims. There are criminal acts against minors where the crime is in the form of sexual thoughts or obscenity, even the victims are still minors, unfortunately the victim was killed by the perpetrator. This phenomenon can be detrimental to children because it can cause mental and mental disorders in children. Based on the background of the problem above, problems can be formulated regarding how to enforce the law against criminal acts of sexual violence against minors carried out by the Rumbai Pesisir Police as well as things that become obstacles in enforcing the law against criminal acts of sexual violence against minors. minors by the Rumbai Pesisir Police. . In this research, the empirical legal research method is used, namely legal research that obtains data from observational research or survey research by visiting the research location directly to obtain accurate and concrete data regarding the effectiveness of the law with the nature of analytical descriptive research. In collecting data with primary and secondary data sources. So this research was structured systematically. In this case, an investigation was carried out into a criminal act of sexual violence involving sexual intercourse with a minor. However, there are challenges in enforcing the law for criminal acts of sexual violence against children, namely that there are still weaknesses in female police investigators or (Polwan) in carrying out investigations of criminal acts of violence against minors. Apart from that, the facilities or supporting assistance at the Rumbai Pesisir Police currently do not have a Special Service (RPK) to examine children or women who are victims of sexual violence. So the efforts that the Rumbai Pesisir Police must make in optimizing law enforcement for criminal acts of sexual violence against children include law enforcement factors, namely by optimizing the abilities and skills of the law enforcement officers themselves, facilities and infrastructure factors including improving adequate facilities and technology. supporting the implementation of law enforcement and community factors by providing education and outreach to the community regarding overcoming sexual violence crimes.
