Abstract

The birth of Law Number 6 of 2014 concerning villages is very important because the formation of clear and specific regulations regarding villages and the new invasion of realizing village reform towards democracy, to strengthen the regulations of Law Number 6 of 2014, the Minister of Home Affairs Regulation was born ( Permendagri) Number 112 of 2014, which specifically regulates the election of village heads. Simultaneous village head elections in Kampar district in 2021 saw 6 lawsuits filed with the PTUN due to the results of the village head elections. In essence, simultaneous village head elections or programs made by the government must be looked at. its effectiveness. The formulation of the problem in this research is how to implement simultaneous village heads in Kampar district in 2021 and how effective the simultaneous village head election in Kampar district is in 2021. The author chose the type of observational research by writing a direct survey to obtain primary and secondary data. In collecting data, the author interviewed several respondents, namely, the Head of Legal Affairs, the Head of PMD, the Subdistrict Head, and the village head. The results of the research explain that there were 6 lawsuits in the simultaneous village elections as well as a lack of understanding from the committee, and very minimal budget from the APBD which affected the effectiveness of the simultaneous village elections, with the simultaneous election of village heads, the village heads whose terms of office had expired were replaced by district civil servants or acting officials. only as administration of activities and makes village government not run effectively.
