Abstract
ABSTRACT The 1945 Constitution clearly and firmly states that Indonesia itself is a legal state. In everyday life, everyone definitely needs the law. Currently, what is visible in developing countries like ours is the widespread distribution of narcotics, most of which are strictly prohibited by the government and openly prohibited by existing regulations. The illicit circulation of narcotics itself has a big impact on the people who use it, for example dependence can be very dangerous for the nation's future generations, such as school children and other future generations. The increasing and widespread distribution of narcotics throughout the jurisdiction of the Fifty Cities Police has resulted in a significant increase in narcotics abuse. Narcotics trafficking is a very cruel crime and difficult to overcome because it uses sophisticated strategies. This crime makes the public worried because the main targets for the distribution of narcotics are teenagers. This will greatly influence the life of the nation and state in the future. The problem in this research is related to what factors cause the circulation of Class I narcotics at the Fifty Cities Police Station and how the Police Efforts to Control the Circulation of Class I Narcotics at the Fifty Cities Police Station. In this research, the researcher uses a type of sociological legal research or empirical law (Observational Research) by means of a survey, namely the researcher goes directly to the field to obtain information and the nature of this research is analytical descriptive, namely the researcher provides a complete, detailed and clear picture and analysis of the questions in the research. In this and this research the researcher used a sample with the main data being primary data and secondary data. Using observation, interviews and documentation methods. This research uses an inductive conclusion drawing method. The results of this research are the factors causing the circulation of class I narcotics in the jurisdiction of the Limapuluh Kota Police, there are several reasons behind the circulation of narcotics, namely economic conditions, lack of employment opportunities, and to distribute narcotics, you do not need special skills, you just need courage to do it, does not take time and is instant, big profits and free access to narcotics. As well as police efforts in dealing with the circulation of group I narcotics at the Fifty Cities Police Station, including: Pre-Emtive Efforts, Preventive Efforts and Repressive Efforts.
