Abstract

Narcotics abuse among teenagers is a serious concern in Indonesia, including in Pekanbaru. The author conducted research on the legal protection given to children who abuse narcotics by Pekanbaru Police investigators. This research aims to analyze policies, procedures and practices for investigating children who abuse narcotics and evaluating the level of compliance with the principles of protecting children's rights in the investigation process. This research uses an empirical approach with interviews and document analysis as data collection methods. The findings show that the implementation of legal protection for children who abuse narcotics by Pekanbaru Police investigators faces several challenges, including a lack of understanding of children's rights and applicable legal procedures and is not in accordance with Law No. 11 of 2012 concerning the Juvenile Criminal Justice System . This research provides recommendations for improving policies, procedures and investigative practices that pay more attention to aspects of protecting children's rights in the context of handling narcotics abuse cases.
