Abstract
MANAGEMENT OF UNDERGROUND MARKET SERVICE RETRIBUTIONS BY INDUSTRIAL AND TRADE DEPARTMENT OF PEKANBARU CITY By : MOH.ARIEF ABSTRACT Market service fees are payments or provision of market facilities managed by the regional government in the form of traditional market stalls and stalls used by traders. Revenue from market levies has increased every year, but if you look at the market levies target set, it has not reached the target every year. This shows that the implementation of market retribution collection in Pekanbaru City has not been optimal. Acceptance This research uses descriptive qualitative data analysis techniques with qualitative research methods using a descriptive approach and the data needed is in the form of primary and secondary data obtained through observation, interviews, and documentation and then analyzed based on research questions. Every year it has decreased due to the lack of buyers and the non-profit of traders. One of the efforts made by the local government in managing market fees is to provide services to traders. The problem being studied is whether the acceptance of market levies continues to increase whether it is balanced with good quality market services from the Pekanbaru City Industry and Trade Service to market traders. This study aims to describe the management of market service fees in Pekanbaru city by looking at the quality of market services. The results of this study indicate that changes in local regulations and management of market facilities and cleanliness have not made any improvements in accordance with service quality to improve service and market costs. The market's physical facilities have not been properly maintained, the management of empty kiosks and booths is still lacking, there are still several stalls and booths that are damaged. The response from the Pekanbaru Department of Industry and Trade in responding to trade complaints is also lacking, as can be seen from the guarantee that the Pekanbaru Office of Industry and Trade is less skilled in serving traders and indicators of empathy, not optimal because it only accommodates aspirations. Factors hindering market services in Pekanbaru City are inadequate human resource management, constrained funds and public awareness.
