Abstract

ABSTRACT Acts of violence in society are actually nothing new. Sharing opinions, perceptions and definitions regarding domestic violence is developing in society. In general, people think that domestic violence is an internal family and household matter. Various cases of fatal violence from parents against their children, husbands against their wives, employers against their households, have been revealed in newspapers and the mass media. The main problem in this research is what are the factors that cause domestic violence in the jurisdiction of the Dumai Police and what obstacles are faced by the Dumai Police in handling domestic violence cases and how to overcome them? This type of research is empirical legal research using observational or field research by means of direct surveys in the field. The type of data used in this research comes from primary and secondary data. Primary data was obtained through interviews with the Head of Criminal Investigation Unit of the Dumai Police, as well as the Women's Empowerment and Child Protection Service. Meanwhile, secondary data was obtained from the results of library research. The nature of this research is analytical descriptive which provides an overview of a research object through the data that has been collected. Based on the research results, it can be understood that domestic violence occurs due to several factors, including unequal power relations between husband and wife, economic factors, incompatibility factors, competition factors for equality and so on. Meanwhile, the obstacle faced is the wife's strong dependence on her husband. The problem that often arises in dealing with domestic violence is that the victim only wants to deter her husband with the actions he has committed and by receiving a warning from law enforcement regarding his behavior, especially in the Dumai Police area.
