Abstract

ABSTRACT A phenomenon has emerged among adults and teenagers who use ecigarettes. There are many assumptions that using e-cigarettes is safer than regular cigarettes, so many e-cigarette shops have sprung up due to the large number of enthusiasts and e-cigarettes are sold freely to all groups. However, it is very unfortunate that many consumers under the age of 18 can freely consume ecigarettes. Problem Formulation of this research How is the implementation of the use of electronic cigarettes (Vapes) among UIR Law Students in view of Government Regulation Number 109 of 2012 concerning Safeguarding of Materials Containing Addictive Substances in the Form of Tobacco Products for Health? and How is the supervision of the implementation of the use of electronic cigarettes (vapes) among UIR law students in terms of government regulation number 109 of 2012 concerning safeguarding materials that contain addictive substances in the form of tobacco products for health? The research method used in this research is. This type of research is included in the category of Empirical Legal research, namely research that aims to observe and describe the symptoms that occur in social phenomena, which occur at a certain time level. The results of the discussion from this research are the Implementation of the use of Electric Cigarettes (Vapes) among UIR Law Students in View of Government Regulation Number 109 of 2012 concerning Safeguarding of Materials Containing Addictive Substances in the Form of Tobacco Products for Health related to legal protection, especially regarding the right to information on Electric Cigarette products ( Vape) Among Law Students, UIR has not run well as regulated in Article 4 of Law No. 8 of 1999 concerning consumer protection. Because products are still found that do not include label information such as expiration date, detailed composition, and instructions for use in Indonesian. This is because there are no rules or regulations governing the distribution of ecigarette liquid products so that law enforcement is not optimal. Supervision of the Implementation of the Use of Electric Cigarettes (Vapes) Among UIR Law Students Judging from Government Regulation Number 109 of 2012 concerning Safeguarding of Materials Containing Addictive Substances in the Form of Tobacco Products for Health has not been running well because it is only limited to collaborating with related departments or agencies in carrying out supervision regarding distribution permits in the field. And supervision related to labels, advertising, nicotine levels, cigarette tar, including nicotine content and other substances, cannot yet be carried out by BPOM and does not yet have permission to supervise based on Government Regulation (PP) Number 109 of 2012, namely BPOM carries out supervision on conventional products.
