Abstract

Juli Halomoan Pane, Strategies for enhancing the performance of agricultural extension officers upon rice farmers in Indragiri Hulu district riau province.Under the guidance of Prof.Dr.H.Detri Karya,SE,MA and Dr.Ir.Marliati,M.Si The purpose of agricultural extension is to improve the quality of farmers' resources to increase productivity, income, and welfare. To achieve this goal, effective and efficient performance of agricultural extension agents is required. However, in practice, there are many problems and challenges faced by agricultural extension agents in the field, resulting in suboptimal performance.The purpose of this study is to analyze: (1) the characteristics of rice farmers and the profile of rice farming in Indragiri Hulu District; (2) the characteristics of agricultural extension agents and the profile of agricultural extension institutions in Indragiri Hulu District; (3) the level of competence and performance of agricultural extension agents in Indragiri Hulu District; and (4) strategies for improving the performance of agricultural extension agents in Indragiri Hulu District.The research was conducted from July to December 2022 in Indragiri Hulu District, specifically focused on three rice farming centers: Kuala Cenaku, Kelayang, and Rakit Kulim Sub-Districts. The sampling method used was multistage sampling. Samples were taken from three sub-districts, six villages, 12 farmer groups, 101 farmers, and six agricultural extension agents. Data analysis used descriptive, qualitative, and quantitative statistical analysis, Likert scale, SWOT analysis, and QSPMResearch findings: (1) The average age of farmers is 46.85 years, 86% are male, with 57% having completed primary education. The average farming experience is 13.14 years, and the average number of dependents in the household is 3.48 people. The land ownership status shows that 87% of the land is owned by the farmers themselves, with a farming scale of 1.28 hectares. 68% of the farming business is in the form of individual ownership, and 74% of the farming purpose is to meet their own needs. Additionally, 90% of the capital source is selffinanced; (2) The average age of the extension workers is 40.33 years, with 66% of them being male, 50% of the extension workers have a bachelor's degree and have worked for 11 years. The extension institution in the district is the Agricultural Extension Center (BPP), which functions to facilitate the implementation of agricultural extension services. The average number of extension workers in each BPP is 7 people, and the BPP provides assistance to 15 villages, with 124 farmer groups organized into poktan. The BPP's work program is an extension program that is developed every year; (3) The average competency level of the facilitators is at 3.49 (on a scale of 1-5), with a score achievement percentage of 69.8% indicating a less satisfactory category. The average performance of the facilitators is at 3.60 (on a scale of 1-5), with a score achievement percentage of 72% indicating a good category; (4) The strategy for improving the performance of agricultural facilitators is as follows: (a) Conducting a study on the implementation of specific local technology; (b) Enhancing the managerial competence of the facilitators; (c) Improving the work behavior of farmers based on knowledge, skills, and attitude; (d) Increasing the frequency of visits by facilitators to farmers; (e) Disseminating information and agricultural technology; (f) Enhancing farmers' access to various resources; (g) Increasing the participation of farmers in extension activities; (h) Enhancing institutional-based cooperation and partnership among farmers; (i) Enhancing the facilitators' competence in farmers' learning; (j) Conducting IT-based extension activities.
