Abstract
In Law Number 36 of 2009, it is explained that health is a healthy condition, both physical, mental, spiritual and social, which allows every person to live a productive life socially and economically, therefore every element of society, both individuals and families, has the right to receive health services and the government is responsible for launching, organizing, organizing and supervising the implementation of equitable health. The government's efforts to organize public health, one of which is that every sub- district is built by a government institution as a community health service delivery unit, namely the Community Health Center. The main problem in this study is how is the quality of public services at the Rambah Hilir I Health Center in Rambah Hilir District, Rokan Hulu Regency. What are the factors that constrain the quality of public services at the Rambah Hilir I Health Center in Rambah Hilir District, Rokan Hulu Regency. The research method used in this research is observational research, which is a type of research that involves going directly to the field using data collection tools in the form of interviews and questionnaires. The nature of the research is analytical descriptive. The results that the author obtained in research regarding the quality of public services at the Rambah Hilir I Community Health Center in Rambah Hilir District, Rokan Hulu Regency, namely that the quality of public services at Rambah Hilir 1 Community Health Center, Rambah Hilir District, has not been implemented optimally. This is due to the still poor performance of several indicators, namely direct evidence, reliability, responsiveness, guarantees, care and factors inhibiting the implementation of Law Number 25 of 2009 concerning public services for the community or patients of the Rambah Hilir 1 health center in the Rambah Hilir sub-district, Rokan Hulu district, namely the lack of facilities and infrastructure, information services for health workers which are still problematic, and timely resolution by health works.
