Abstract

Rokan Hulu Regency is the highest plantation producer in Riau Province, this region is involved in agriculture, forestry, and fisheries. This is proven by the percentage of Gross Regional Domestic Product based on current prices according to business fields in Rokan Hulu Regency, which is around 53.69%. Despite the excellence of plantations in Rokan Hulu Regency, the economic contribution to the provincial area is very small, around 4.98%. This is because the amount of production from plantation subsector commodities experiences fluctuations and poverty rates tend to be high. For this reason, to improve the economy and also strengthen regional competitiveness among other districts, it is necessary to determine the center of economic growth based on superior commodities in the plantation subsector. This research aims to analyze the determination of economic growth centers based on superior commodities in the plantation subsector by trying to use a deductive approach. The analytical method is a quantitative descriptive analysis using secondary data from the Central Statistics Agency (BPS) and related library sources. The data analysis techniques are Location Quotient (LQ), Dynamic Location Quotient (DLQ), Klassen Typology, Shift Share, and overlay analysis. The targets to be achieved are (a) identification of superior commodities in the plantation subsector in each sub-district of Rokan Hulu Regency and (b) identification of sub-districts that are centers of economic growth based on superior commodities in the plantation subsector in Rokan Hulu Regency. The results show that the superior commodity in the plantation subsector is palm oil which is spread across 12 sub-districts, namely Rokan IV Koto Sub-district, Pendalian IV Koto Sub-district, Tandun Sub-district, Kabun Sub-district, Rambah Sub-district, Rambah Samo Sub-district, Tambusai Sub-district, Tambusai Utara Sub-district, Kepenuhan Hulu Sub-district, Kunto Darussalam District, Pagaran Tapah Darussalam District, and Bonai Darussalam District. Coconut commodities are superior in 2 subdistricts: Ujung Batu Sub-district and Rambah Hilir Sub-district. Rubber commodities are superior in 2 sub-districts, namely Kepenuhan Hulu Sub-district and Bangun Purba Subdistrict. The sub-district is the center of economic growth based on superior commodities in the plantation sub-sector is Tambusai Sub-district. It is hoped that these results can become a basis for local governments to develop sustainable economic development strategies.
