Abstract
The cooperation agreement for the construction of the Griya Puri Husada housing complex between the land owner and the developer where the parties have entered into a cooperation agreement and is stated in a deed of cooperation agreement made before a Notary. The rights and obligations of each party have been agreed upon by both parties and must be implemented as they should. The first party as the owner of the plot of land agrees to build housing on the land, the second party as the developer builds and manages the housing. Houses that have been built by developers can be sold for a profit so that the first party or land owner gets the monetary value of each house contract. The second party or developer completes the work until completion no later than 2 (two) years after signing the agreement, whereas two years have passed and the rights of the first party or land owner have not been fulfilled. The main problem in this research is how to implement the Griya Puri Husada housing development cooperation agreement between the land owner and the developer (developer) and what are the obstacles in implementing the Griya Puri Husada housing development cooperation agreement between the land owner and the developer (developer). This type of research is Empirical Legal Research or survey method, meaning that this research goes directly into the research field to obtain data and information from respondents by means of interviews. The nature of research is descriptive analysis. Data sources were obtained from the first party or land owner and the second party or developer as well as library data such as statutory regulations, books, journals and articles related to research. This research was carried out at the research location in the Griya Puri Husada housing complex The second party also has not paid the full amount to the first party or the legal owner. The second party or developer experiences obstacles in the early stages such as permits and correspondence, as well as finding consumers or buyers quickly.
