Abstract
The implementation of document delivery agreements sometimes does not always run smoothly, for example documents that have been agreed upon by both parties to be sent do not arrive at their destination, the documents are late in arriving at their destination or even the goods are damaged or lost during transit. As was the case with the PT JNE goods delivery service, where JNE is not responsible to the consumer or the sender for the delay in the document and considers this to be not their fault, but there are other things that have caused the shipment to not arrive. Not a few consumers also feel disadvantaged and dissatisfied with the response to the solutions provided by PT JNE. The main problem in this research is how is the form of legal protection for consumers due to delays in sending documents at PT JNE Sisingamangaraja Pekanbaru and how is the form of responsibility for the perpetrators of PT JNE Sisingamangaraja Pekanbaru due to delays in sending documents. This study uses the legal research method observational research or survey where in this study collects information from respondents using data collection tools in the form of interviews and the nature of this research is analytical descriptive, namely research that provides a detailed, clear and systematic description of consumer legal protection against late delivery documents at PT JNE Sisingamangaraja Pekanbaru. The results showed that the implementation of sending document packages by PT JNE Sisingamangaraja Pekanbaru was not running optimally because there were still goods or documents sent by the consumer that did not arrive at their destination address, this was caused by the delivery courier not finding the recipient's address and arguing that the recipient's destination address is unclear so that the documents sent are returned to the delivery service and the responsibility of PT JNE Sisingamangaraja Pekanbaru for the non-arrival of the document package at the recipient's destination address is that JNE is less responsible to the consumer or sender because it should be if there is damage or loss of goods entrusted, the JNE party is responsible for losses with a maximum replacement of 10 (ten) times the cost of shipping and payment for losses of the insured goods are paid in full according to the nominal amount of the goods listed or included in the insurance policy or compensation is paid with the same goods.
