Abstract

LPG is a basic material that is really needed by the community to fulfill their daily needs. For this reason, the government is trying to distribute subsidized 3 kg LPG which is aimed at helping poor people and micro businesses to meet their LPG needs. However, in the field, many business actors have been found to take advantage of this distribution by selling subsidized 3 kg LPG fraudulently and unofficially. The author wants to discuss the problem formulation as follows: 1.) How is consumer protection when selling subsidized 3 kg LPG gas in Bukitraya District, Pekanbaru City? 2.) What are the inhibiting factors in implementing consumer protection regarding the sale of subsidized 3 kg LPG gas in Bukitraya District, Pekanbaru City? In writing this thesis, the author used empirical or sociological legal research methods, namely research by obtaining data from primary data sources by directly observing conditions in the field. This research is also descriptive research, namely it will be presented in the form of a systematic explanation. The results of the research show that the implementation of legal protection in the sale of subsidized 3 kg LPG in Bukitraya District, Pelaknbaru City is not implemented well. This can be seen from the failure to implement the regulations that apply as a basis for protecting the rights of the community as consumers using subsidized 3 kg LPG. The obstacles in fulfilling consumer protection are: First, there are small stall businesses that are not registered as official bases selling subsidized 3 kg LPG. Second, there is a lack of public awareness as consumers of 3 kg LPG regarding their rights. Third, the lack of supervision and firm action from the authorities to overcome the problem of distributing subsidized 3 kg LPG in the community.
