Abstract

Currently, Toto Gelap (Togel) is a social problem that is difficult to solve, namely one form of social disease that continues to recur and is sometimes difficult to prevent. The crime of Toto Gelap (Togel) gambling that occurs in the Siak Hulu Regency, Kampar Regency. Until now in Siak Hulu Regency there are still many stalls or places selling palm wine that provide a place to practice Toto Gelap (Togel) gambling. In other words, buying and selling Togel, and Togel recapitulation are often carried out in Siak Hulu Regency. The formulation of the problem in this study is about, What are the factors causing Toto Gelap (Togel) gambling in the jurisdiction of the Siak Hulu Police Resort. What are the efforts and obstacles of the police in overcoming the crime of Toto Gelap (Togel) gambling in the jurisdiction of the Siak Hulu Police Resort. This type of research will be included in observational research, which will be carried out by means of survey research, and the nature of this research is descriptive research, namely research conducted by collecting existing data to be presented and analyzed in order to solve current problems. The results of this study are the factors causing the emergence of Toto Gelap (Togel) gambling. And how are the efforts and obstacles found in overcoming the crime of Toto Gelap gambling in the jurisdiction of the Siak Hulu Police Sector. The efforts of the Siak Hulu Police Sector in overcoming the crime of cockfighting gambling in the jurisdiction of the Siak Hulu Police Sector are by conducting surveillance, raids, and arrests at stalls or places selling palm wine that are proven to be practicing Toto Gelap (Togel) gambling. The main obstacle faced by the police is the lack of reports and complaints from the public to the Siak Hulu Police Sector, so that the practice of Toto Gelap (Togel) gambling is still rampant in the Siak Hulu area.
