Abstract
EVALUATION OF TRANS METRO PEKANBARU PUBLIC TRANSPORT RATES BASED ON VEHICLE OPERATING COST (VOC), ABILITY TO PAY (ATP), AND WILLINGNESS TO PAY (WTP) TORKIS MANGATUR S NPM 163110492 Pekanbaru City is one of the cities that began to develop in Indonesia. Especially Riau Province in the transportation system that uses public transportation, such as the Trans Metro Pekanbaru. Trans Metro Pekanbaru is a means of urban transportation, where the existence of passenger public transportation is very important so that an arrangement is needed in order to serve passengers optimally. Changes in fuel prices are expected to contribute to changes to public transportation rates, especially Trans Metro Pekanbaru transportation. But there is a contrast that needs to be noted that the change in world oil prices coincides with the global critical experienced by almost all countries in the world, thus having an impact on increasing the price of components that affect Vehicle Operating Costs (VOC) as well as the value of the ability and willingness of public transportation users. Based on these problems, it is necessary to conduct a study on Vehicle Operating Costs, the willingness and ability of passengers so that they know the amount of fares based on the VOC and the purchasing power of passengers. The research method carried out is by conducting a direct survey in the field for 2 (two) days, 1 (one) working day with 1 (one) day off and peak hours with non-peak hours to obtain the necessary data such as age, occupation, income of respondents and other data. Then the data that has been obtained is processed with the standard calculations of the Ministry of Transportation of the Republic of Indonesia in 2002. The results of the Vehicle Operational Cost Analysis were obtained, amounting to Rp. 5.665 where this analysis showed that the pekanbaru Metro Tans Bus fare set was far above the tariff set by the government, where the applicable tariff was Rp.4000. The average result of the ATP value was obtained at Rp.5,500 with a minimum value of Rp.3.500 and the highest ATP of Rp.8.000. The high or low value of ATP is very dependent on several parameters, namely the allocation of costs set aside for bus transportation, the respondent's monthly income and income. Based on the average ATP value obtained, it indicates that respondents are very able to pay for bus services where the respondent's ATP is greater than the basic TMP bus fare that has been set, which is Rp. 4,000 means that the bus fare is very affordable for respondents to pay according to their monthly income.BOK, Costs, ATP, WTP
