Abstract

This study aims to analyze the implementation of service innovation in issuing prisoner identities through the mas rapid application (unique recording for prisoners) in the 2A prison in Pekanbaru City and to see the inhibiting factors in implementing the service innovation. First, this study's problem is the lack of communication between the Disdukcapil and the Correctional Institution regarding the recording schedule, so it does not comply with the time set in the SOP. Second, there is no clear division of labor in the cooperation in issuing prisoner identity cards. Third, the completion target does not comply with the established SOP. This study was conducted using a qualitative method with a descriptive type, where data was collected through observation, in-depth interviews, and research documentation. The informants in this study were the Head of the Population and Civil Registration Service of Pekanbaru City, Employees of the Population and Civil Registration Office of Pekanbaru City (Mas Rapid Officers), Class 2A Correctional Institution Officers in Pekanbaru City, Inmates in Class 2A Correctional Institutions in Pekanbaru City who recorded e-KTP in the prison.
