Abstract

The allocation of Village Funds in this study is the allocation of village funds based on social capital in the community empowerment program in the Kepenghuluan Suak Temenggung District of Pekaitan, Rokan Hilir Regency. This study aims to analyze village financial management and its impact on social capital. This study uses descriptive qualitative research methods. This research was conducted in the Head of Suak Temenggung District, Pekaitan District, Rokan Hilir Regency. Collecting data in this study using interviews, observation, literature and documentation. The data analysis technique used is data reduction, data presentation and conclusion drawing. indicators which are then used to measure social capital in managing ADD in the Suak Temenggung Kepenghuluan, the authors use the dimensions of social capital which consist of Participation in a network, Reciprocity (Exchange of Kindness), Trust (Trust), Socio Norm ( Social Norms), Value (value) and Proactive action (Proactive Action). The results of the study show that 1) Social capital carried out in Suak Temanggung has a positive impact if it is implemented, but for now the condition of social capital in the field is declining. 2) The practice of managing village allocations, the community is only involved in the planning process, namely in the form of hamlet deliberations and kepenghuluan deliberations.
